Methodology credibility, team capability, timeline realism, resourcing, risk mitigation, dependencies, hidden assumptions.

Once a bid passes the compliance gate, evaluators shift to a delivery-risk mindset. They are no longer checking whether you answered the questions (baseline compliance) – they are checking whether they believe you. Is the methodology realistic for the scope and duration? Is the timeline achievable with the stated resources? Is the team demonstrably capable? Are dependencies identified and managed? Are the mitigations specific and owned by you, not deferred to the client?

This is where hedge language kills scores.

Phrases like “we will endeavour to”, “should resources permit”, “subject to client confirmation” are not commitments. They are escape clauses, and evaluators read them that way. Vague risk language caps a score at 69% unless offset by concrete, specific commitments elsewhere.

The delivery lens also tests continuity.

On long-duration or extendable contracts, evaluators weight continuity mechanics heavily. In the evaluation we referenced above, two of seven scored team members declared 85% availability with no named deputies, and the replacement-personnel process – an explicit RFP requirement – was unstated.

For an incumbent bidding on a contract extendable to 2030, that absence matters more than usual: the buyer has already seen churn on the current contract and will read the omission as a risk they know to be real.
