A structurally complete response with no named proof points cannot realistically exceed 65–70%, regardless of how well it reads. Above 79%, the Evidence Minimum rule requires three or more distinct proof points.

Client-specific value, credible evidenced differentiators, benefit-led messaging, and win themes.

This is the lens where good bids become winning bids – or don’t. Every response that reaches this point has passed compliance, demonstrated delivery credibility, and shown commercial realism. The question is no longer “can they do it?” but “why them instead of the other two who can also do it?”

The value lens applies a simple test: could a competitor paste this sentence into their bid and it would still be true?

If yes, it scores nothing. “We pride ourselves on collaborative working” is a me-too claim. “On Reduce Your Use we operated a shared board with the Department’s communications unit, turning around 41 of 43 amends inside 24 hours” is a differentiator – it names the project, the client, the mechanism, and the metric.
